PNO2 refers specifically to a programming function where you can change the torque of the motor, presumably this has been set too full while conducting tests to ensure that resistance is not an issue.
This could potentially be a safety input causing this fault as it seems random, although it could be the control board not giving out the voltage.
I would link 18,19,20 back to terminal 25 to ensure that there are no safety inputs that can be causing any issues while testing.
I presume that you have used a battery to move the motors manually to test they both work, however when you give a command have you metered out that motors voltage output to ensure there is voltage coming out?
Another method for this is to swap the motor one connections with the motor two connections in the control board and see if the fault stays with the same motor or swaps onto the other motor, if the fault switches to the other motor this could prove that it is a board related issue.
