Hello there.
I have a problem with my Proteco automation system.

My panel of the Q60A displays: "--" (standby)

When I try to open de gate (remote control button), the panel displays: "03", and nothing happens, and the error remains there till a reset is made.

I have shorted 3-9 and 4-9 for bypassing cells.

Please let me know what this error code "03" means.

I've disconnected and reconnected most of the wires and still nothing.

how controller reacts on open command from the terminals (1-8)?

I would disconnect everything from the panel (including motors) and leave only 19&20 connected which is 240V supply. Of course you have to leave links on safety devices and stop inputs. Then you have to give open command from the terminals 1-8 and see. If it works i would try give open command from remote. If it works i would connect one motor, then other motor then photocells and so on.
You have to check all step by step.

In our experience with Proteco brand of automation, the above can either relate to a 'short' across the terminals or there is a failure with a component on the board. Sometimes random digits displayed have been reported to be flashing or showing in red.

In our experience, disconnecting all of the cabling but leaving links between 2-8, 3-9 and 4-9, powering down (to reset the 24v onboard fuses) and re-introducing one piece of equipment at a time until the random digits is seen will pin point the 'short'. This has been seen where intercoms have been installed as part of an installation and a feedback shock is received by the control board.

My Q60A shows EF - photocell test error.
When powered on it shows --. But when i try to Open/close the gate it clicks a few Times and then showa EF.

I have changed photocells it didnt help.
Then i have done per your instruction: disconnecting all of the cabling but leaving links between 2-8, 3-9 and 4-9.
And it behaves exactly the same even with everything disconnected?!?!

Is that a motherboard error?
